In a Senate speech that was disrupted by protesters before it began and met with applause from GOP senators when it ended, Collins declared, "I will vote to confirm Judge Kavanaugh". Senator Collins said: "We will be ill-served in the long run if we abandon the presumption of innocence and fairness".

Four hours later, Collins dramatically announced on the Senate floor she would vote for confirmation, giving Trump's embattled nominee the votes he needs for confirmation and ending the suspense over his fate that held much of the country spellbound.

Murkowski and Manchin were two of the final holdouts on how they would vote on Kavanaugh's confirmation, along with Republican Sens.

Minutes after Collins' announced her support, Manchin announced his backing of the judge. And my heart goes out to anyone who has experienced any type of sexual assault in their life.

Outside, protesters shouted "shame on you" as Manchin spoke to reporters about his decision.

It was not clear that Kavanaugh would have the votes for confirmation until Collins said in a Senate floor speech that she would support his nomination.

The Senate is split 51-49 in favour of the Republicans and the vote will be largely along party lines. Support from Collins and Manchin would give Kavanaugh at least 51 votes, assuming no one else changes their stance. A few Democrats sat stone-faced nearby. In a second tweet, she cautioned that she was "not making any announcements" but was "deeply disappointed" in Collins' vote.

Of the three Republican senators thought to be on the fence going into this dramatic day, Susan Collins and Jeff Flake voted "aye" while Lisa Murkowski voted "no".

She added that with Supreme Court appointments lasting a lifetime, "Those who seek these seats must meet the highest standards in all respects, at all times. And that is hard". "Hostile" seems to be the key word for her. Kavanaugh has criticized the landmark 1973 abortion rights decision in a speech and ruled against abortion rights and birth control access a couple of times as a federal judge, but she seemed to be satisfied with his answer this month on Roe. Steve Daines of Montana will not be in attendance if there is a Saturday vote because he will be walking his daughter down the aisle at her wedding. The Senate Judiciary Committee says the Federal Bureau of Investigation also interviewed two alleged eyewitnesses to the incident named by Ramirez and one of her college friends. That previous vote was to limit debate, meaning Kavanaugh's nomination will get a vote probably Saturday. If the vote somehow becomes 50-50 on Saturday, Vice President Mike Pence would break the tie in favor of Kavanaugh.

Democrats belittled the bureau's findings, saying agents constrained by the White House hadn't reached out to numerous other people with potentially important information. That reflected Democrats' lasting umbrage over Republicans' 2016 refusal to even consider Merrick Garland, Obama's nominee to replace the late Antonin Scalia.
