"The risk of direct impacts continues to increase", the center said in a key message posted on its website. Impacts could include flooding, high winds and a possible storm surge.

All three governors urged residents to assemble emergency kits including food, water, medications, pet supplies and important documents that might be needed if evacuations are necessary.

The National Hurricane Center's breakdown of storm strength says Category 3 storms can bring "devastating" destruction.

On Saturday evening, Florence's maximum sustained winds were estimated to be 70 miles per hour (110 kph).

As of Saturday morning, Tropical Florence was moving at nine miles per hour with winds of 60 miles per hour.

The Weather Channel said that "all interests along the U.S. East Coast from Florida to New England should monitor closely the forecast of Florence".

The US Navy on Saturday told all its ships in the Hampton Roads, Virginia - home to more than a fifth of the fleet - to prepare for an order to take to sea to avoid storm damage.

Officials in the Carolinas, as well as Virginia, began preparing Friday for the storm's potential major impact.

The National Hurricane Center said Saturday the storm was expected to become a "major hurricane" by Tuesday as it passes between Bermuda and the Bahamas on Tuesday and Wednesday. A state of emergency was declared in sc and Virginia to give officials and residents enough time to prepare for Florence if it hits the area.

"It looks like now that (computer model) consensus really kind of puts it between Georgia and North Carolina", though other states along the coast should watch as well, CNN meteorologist Allison Chinchar said Saturday afternoon. "Being prepared is always the best strategy", McMaster said.

"Since we are near the peak of hurricane season, this is a good time for everyone who lives in a hurricane-prone area to ensure they have their hurricane plan in place", forecaster David Zelinsky said.

Norwegian Dawn, with a guest capacity of 2,300, was originally supposed to travel to Bermuda, but swept into Halifax on Sunday morning instead - an itinerary change thanks to hurricane Florence.

According to The Washington Post, if Florence hits the U.S. East Coast, it will be the first to do so for a storm in its present location.
