The Category 1 hurricane, with wind of more than 90 mph and dumping 3 inches of rain an hour, made landfall at 7:15 a.m. ET near Wrightsville Beach, just east of Wilmington.

According to the National Hurricane Centre, heavy rains with tropical-storm-force winds are spreading across the outer banks and coastal southeastern North Carolina.

According to the BBC, floodwaters may ride up to 13ft (4 metres) and Federal Emergency Management Agency administrator, Brock Long, explained: "So this is a very unsafe storm". The center of the storm is expected to maintain a westward track across southeastern North Carolina Friday and across eastern South Carolina Friday and Saturday.

"We are still trying to rescue about 150 residents that did not evacuate, and we are now going in with water rescues to get these folks to a shelter", Outlaw said.

Members of the Louisiana Cajun Navy were assisting with rescue operations but later moved to Wilmington after emergency responders said conditions were under control. The few cars out on a main street in Wilmington had to swerve to avoid fallen trees, metal debris and power lines.

"It doesn't matter where you are", he said.

Last night the 400-mile wide storm had knocked out power to half a million homes and businesses, and left many people stranded in their flooded homes.

By Friday evening, the centre of the storm had moved to eastern SC, with maximum sustained winds of 70 miles per hour.

On top of the potentially destructive hurricane, forecasters also put parts of North Carolina on tornado watch.

The storm has killed at least five people so far, including a mother and a 8-month old child who died after a tree crashed on their home in Wilmington.

Officials said some 1.7 million people in the Carolinas and Virginia were warned to evacuate, but it's unclear how many did.
