NCAA adopts college basketball reforms for draft, recruiting

The NCAA made a number of rule changes Wednesday that could have an impact on the Kansas men's basketball team.

- College basketball players who go undrafted by the NBA will be allowed to return to school and play as part of sweeping NCAA reforms in the wake of a corruption scandal.

A joint statement from NCAA leaders noted, "These changes will promote integrity in the game, strengthen accountability and prioritize the interests of student-athletes over every other factor".

That follows late-April recommendations from the commission headed by former U.S. Secretary of State Condoleezza Rice following a federal investigation into alleged bribes and kickbacks created to influence recruits on choosing a school, agent or apparel company. However, athletes can only officially visit a school once per year.

I get why the NCAA might want to limit that option to players who participated in the combine, so as not to unintentionally encourage foolish choices about staying in the draft.

The NCAA and its member schools are part of the broader higher education community, and today's actions renew our commitment to our core goal - preparing students for a lifetime of opportunity. Under the proposed rule change, they would have to declare their intent by 5 p.m. the Monday following the NBA Draft.

- Prospective player agents must be "certified by an NCAA program with standards for behavior and consequences for violations". There would not be a financial relationship between the student-athlete and the agent.

On Tuesday, the NCAA made its first steps in reaction to an Federal Bureau of Investigation probe that identified corruption in basketball, and it has huge implications for high school players. The rule changes are effective immediately. While that appears to be the direction the league and union are headed, discussions are centered on the 2022 draft as the earliest date for that change to go into effect. If the National Basketball Association and its players' union decide to lower the age limit of draft-eligible players to 18, it would clear the way for elite players to go from preps to pros. "I don't think it addresses any of the issues in college basketball". Athletes returning to school would have to demonstrate need for assistance.
